Federal Reserve Chairman Ben Bernanke travels to Congress to deliver his semi-annual report card on the health of the economy. The tradition dates back to when Congress, in the reform spirit in the post-Watergate era, passed the Humphrey Hawkins Full Employment Act of 1978 that, among other things, required that the Fed chief appear twice per year to discuss the state of the economy. This came at a time when Fed officials believed that the less said about monetary policy the better. The resulting clashes between a Congress eager for information from a reluctant Fed chairman mesmerized Wall Street.
