The overall volume of financing
to small businesses fell to 98.5, reports Reuters. The Thomson
Reuters/PayNet Small Business Lending Index fell to 98.5 in March. This is down from
the 105.4 reported in February.

According to the Washington
Post, the latest report from the National Federation of Independent
Business shows that small business hiring grew in April. The growth which
is reported as 0.14 workers per company represents the fifth consecutive
month of increased hiring.

Association survey of 1,500 business owners found that 40% of small firms
use outside payroll services, reports the Wall Street Journal. There is a
slight risk to outsourcing those tasks, especially if the payroll firm
files for bankruptcy or fails to remit the collected taxes to the
government.
