Duggan, then the city manager of Mountain View, visited a small startup
located at 2400 Bayshore Parkway.
It had been a busy day, so Duggan didn’t do a lot of preparation. “I said,
‘I’ve never heard of Google,’” Duggan recalled recently. “What do they do?”Before having lunch on a back porch — joined by two guys named Sergey and Larry — Duggan and other city officials toured the office. “They showed us their ‘server farm,’” Duggan said. “It was in a closet.”
